High idle, please help before I push it off a cliff

Ive tested the solenoids that Karack suggested, and found that they dont pass when I use a 9v, but they pass when I use a 12v. Does anyone know what voltage the ECU supplies to the solenoids in the rack? I would assume 12v, since it is a 12v circuit. Would it be okay to use them?

I put the battery in and tested the connectors with volt meter. The switching solenoid gets 12v across the connector. But the relief 1 solenoid is only showing .2v across the connector. When I ground the positive side it shows a full 12v. So i'm guessing something isn't right in the harness. Unless it is supposed to do this?

Im gonna try and use some rtv on the IAC and ACV, and see if it makes a difference when I put it back together. Then ill try covering the ports, and if it shows I have a leak ill try it on the UIM. I dont think I need it there, the gasket is brand new. Then if that doesnt work I guess it has to be my LIM.

Well the rtv on the ACV and ISC didnt work. I blocked of the intake plenum and the car died. With the plenum off I stuffed a rag in the throttle body and the idle went down to about 900. I sprayed carb cleaner and found my throttle body gasket had a leak. I've got rtv on it, now im waiting for it to set so I can torque it down.

I also have the same issue. My idle is at 1200 RPM and will rise to 1300 RPM then begin hunting.
I adjusted my TPS to spec, and fooled around with the Idle Air Adjustment screw underneath the TB.
I'm in the process of cleaning my IAC valve and changing the LIM gasket since I already bought them. What I did find though, was that the IAC valve gasket was paper, rock hard, and stuck to the UIM. I had to pry it off and scrape the paper with a razor blade. I'll report back if anything changes.
