High idle after cold start, stays high

Alright, i originally started posting this in the PowerFC forum, as this problem became evident when i put in my power FC moreso than with the stock ECU. I have since removed to PowerFC, went back to the stock ECU till i get this hammered out. I've searched and still had no luck finding the answer.

When i start my car from a cold start, it will do its 2.5-3k rev up, then go back down to about 1200-1300. No matter how long i wait, it will not go below this point. With the PFC in, it would not go below 2k. I have checked for vacuum leaks, the idle adjusmet screw, fast idle, and in short anything i could think of with no sucess. But it also does not always do this.

When i leave for lunch at work, the car will idle normally (after sitting for about 1-2 hours). But when i go to leave for the day, its back to the high idle which continues even after i get home and pull my car into the garage. If i turn it off, and restart it it will still have the high idle, but for some reason when sitting for at work it will not.

This is driving me crazy to put if mildly, and any help would be apprecaited.

What has been done to the car that might be relavant:
New motor with about a little less than 2k miles on it.
New 99 spec turbos
3" downexhaust
Air pump removed, anything that could be blocked off, blocked off.
Blitz dual turbo timer
Silicon Hoses installed (All zip tied down and seem secure)

Well since you say that you have no vaccume leaks,and you messed with your idel screw heres whats next.
Check the adjustment on your Cuise controll cable and throttle cable if they are tight then they are problly opening the throttle blades. Next adjust the tps do a search and you will learn all about it.
