Angry help! light probelms possible theft attempt?

Ok. Was driving to Jack In the Box and on the way back my interior gauges were off! I got out of my car in a parking lot, my rear lights do not go on and my interior still doesnt go on. My headlights work fine, normal and high-beams.

I looked around my car and there was a wire kinda loose looking under the front passenger fender right in front of the tire. Possibly someone was attempting to disarm my alarm system or maybe is it just a blown fuse?

Is this ever a common problem with things to short out or are the interior & rear lights related in any way in the way the car is designed to run? Any help is greatly appriciated, must solve this quick.

Have a look at the relay box near the front bumper. When I got my car it was filled with water and the relays were shorting, some were toast already. Sometimes the interior lights or the taillight would not be on, and once the headlights went happy -started to go up-and-down as if it was possessed.
Check that dangling wire too, can it be shorting? Maybe that could do the same job as water did to mine.
