Help! First time start & coolant question.

Help! First time start & coolant question.
Hope you guys can help me on this one, picked up my car from the docks on Friday, the car was driveable in Japan, but when I picked it up it wouldnt start for love nor money!
Tried to jump it and the motor was cranking but just wouldnt fire, so had to toe it back. Now my first thought was the battery was completely gone, so i've replaced it with a new one. Tried to fire again but no luck.
Now my second thought was it's been flooded, with been drove on short trips onto the boat. Now i've removed the spark plugs and they where both corroded at the lead end and full of black petrol smelling gunk at the other, all the motor factor shops are closed round here till monday so i wont be able to buy new until then, so my questions are this:
1.) Is this probably the cause of my non-firing FD?
2.) Is there anything I could do while the plugs are out? i.e. try and clean the chambers?
3.) Is leaving the chambers open for the fuel to evaporate a good idea or will I risk getting damp in there?
I also checked the coolant while I was looking today, now where I removed the coolant cap (the pressurised one) I was supprised as I couldnt see any coolant at all? Yet when I check the cap to the right handside where you fill it up? the dipstick type thing says it full!
So question four is:
4.) Is it normal for FD system to be like this or does it need more coolant and if so what type?

Sounds like its just flooded. First get some new plugs.
Then do this...
Leave plugs out, pull the fuel pump relay (its right up in front of the air intake baffle). Then turn the car over for like 5 seconds. Then wait a minute or so, then repeat turning it over for 5 seconds, wait for minuts, the repeat turning it over again.
After that, replace the fuel pump relay, replace the plugs. Then give her a go. Just like normal. No gas or what not.
If all of this doesnt work, just search flooding, or flooded. There are a few really good write ups for extreme cases of flooding. Good luck
Also as far as the coolant problem, fill the coolant up at the waterpump housing till it can be filled no more. Check this periodically and make sure its always completely full.
