well i got a new down pipe off the internet, looks great. had a little trouble getting it on the turbo part of it. i had to jack the engine up a little....anyways, for those who dont know, theres a small pipe that goes into the second cat (or main cat.) and i believe that that shoots or injects oxygen to help burn off the emisions and such. if im not mistaken. so i was taking off the old and noticed this, what do i do with it? the new down pipe doesnt come with an attachment. do i just plug it up? or put some kinda screen over it so nothing will get in it.

The stock DP should NOT have an inlet for the airpump. The Airpump has a length of hose which plumbs into your stock (or second) cat, giving fresh air there, to help burn off the fuel.
You should NOT have to jack the engine up to install a DP... the car, def... the engine = no!
If you are only replacing the DP than you should still have the stock cat (mid-pipe section). If, for some reason, your stock cat does not have a nipple to hook the hose from the air pump into than just unplug the air pump (there is a male/female connector on top)....
Honestly, if there is no power to it than it's not going to push anything into the cat.
I would be a little leery come inspection time though... any decent cat/high-flow should have a nipple to plug the air pump into. You only, typically, run into a lack of outlet for the air pump when you go with a free-flow system.

ya i know that the DP doesnt have one i just wanted to know what to do with the air pump...and i DID have to jack the engine up (only for a sec) because the pipe wouldnt fit around the studs....the pipe is a little thicker and a different bend....and where i live they arent doing inspections or nothing so itll put it back on come inspection time.

If your answer is "yes" than I would suggest you reconsider. If your answer is "no" and you still have the stock main cat in there than just plug the hose from the Air Pump back in and go about your merry way.
The bung in your DP is for your Oxygen sensor. And I wouldn't bother putting the pre-cat back in for your state inspection. Chances are the person doing the inspection won't know what a wankel is, much less that it came with a stock pre-cat.. Keep the stock cat, or a high-flow cat in for your inspection and you should be fine.
