Welcome to the pit.
If you look in the faq section, you will find all of the answers to your questions. I'm not being sarcastic when I say that.
First things first, focus on reliability. 3rd gen RX-7's are not like other cars in that you can just bolt crap on and it runs great. Rotary engines in general are real particular about detonation.....they can't take it. Do ALLOT of reading on here and focus on relaibility and you'll be a happy RX-7 owner.
Most people will agree that probably the worst thing you can do off the bat is just start bolting high HP upgrades on the car.
Instead, most people focus on the following (in this order in fact):
1.) Make sure the car has had all recalls performed. Call Mazda USA with your VIN to verify this.
2.) Replace the precat with a downpipe. Precats clog and cause unwanted excess backpressure and engine bay heat and can kill your engine.
3.) Replace the stock AST with an aluminum one from Pettit of Tri-Point or RX7store.net. The stock one has a tendency to crack and puke your coolant all over the ground.
4.) Linearize the stock temperature gauge so that it doesn't just read the following: Cold, Good, Buying a New Engine
5.) Replace the rubber vacuum lines with Silicone or Viton (only for somebody with lots of patience and good mechanical ability)
6.) Replace the stock FPD (Fuel Pulsation Damper)
This list can go on and on. The one thnig to keep in mind is that the 3rd Gen RX-7 is NOT and Acura. You CANNOT drive it 100,000 miles and never open the hood. They require TLC....and lots of money.

First READ!!! Great sites to look over for Reliability mods:
http://robrobinette.com/
http://www.fd3s.net/table_of_contents.html
do all youre reliability mods first before you start adding mods that u like. will save u lots of $$$ down the road.
I would say: upgrade ur Radiator first!!!(fluidyne, koyo), then get new sparkplugs and fuel filter. cooling mods are the most important to a RX7. oil cooler, intercooler..etc.. cool rotary engine is a happy engine & prolongs lifespan.
BTW, AST = Air Separater Tank. the plastic thing w/ coolent cap bolted on your stockmount Intercooler. known to break or crack when it gets old and leak coolant everywhere.
the rest of things you'd like to do, turbo upgrade, bodykit, electronics, gauges, etc, etc, just type the keyword in search box, you'll find more answers than u're asking for. but very very helpful, and it'll keep u from getting flames on topics covered hundreds of times
