This has been discussed a lot in the past. It really seems that some of the cars had marginal heaters, though I suspect partially plugged heater cores in those. My car has a nuclear heater, it will roast you out of the cabin in no time if turned on high.

The car's system is designed to NOT allow warm air out the face level vents, this is in an effort to keep you from falling asleep from the nice toasty warm air washing over you.

You SHOULD be able to get VERY warm air out of the defroster and floor vents though.

My heater blows ambient temperature air. It used to work properly. I'm convinced that the "door" (that is supposed to open with the **** to adjust the amount of hot air) is stuck closed. Apparently you have to pull out a bunch of the dash to get to it. I'm not willing to do it.

One of the regulator doors must be jammed. It's a pretty simple system, but as Adam C said, you have to remove the dash to get to it. The heater core itself is perfectly adequate. The max output is determined by the temp of the engine's coolant. That's one thing that I am fairly confident is not a limiting factor in the case of the FD
