Headlight problems

I had this issue crop up a few days ago and I’m hoping someone electrically savvy can help me point me in the right direction. The combination switch in pos 2 (low beams) no longer raises the pop ups nor powers the low beams. I will have 12v at the headlight relay (red wire) until I turn the switch to pos 2 at which point the voltage drops to 0. The retractable headlight switch, which is powered by the same wire, always works. It seems like after a few hours or a day, power will return to the relay. I can’t find any exposed wires in the wheel wells or the engine bay. The headlight relay is brand new and tested good. I swapped the retrac and TNS relays with no change. The combination switch passed the continuity tests outlined in the svc manual.

Am I looking for a short within the harness? Something else? I’m really trying to avoid pulling the front harness :/

I assume you've checked all the fuses?

Sorry, I should’ve included that. I’ve checked all the fuses. The relay 6” from the fuse block having no power but the switch in the cabin having power is throwing me for a loop here.

Does anyone have pictures of the front harness unwrapped?

You stated you looked in the wheel well, but I would jack up the car, remove the driver's side front wheel, and really get up and look at the fender liner. That's a VERY common thing to happen and sometimes just looking at it without raising the car you can't see anything.
