Hard to get into gears

The shifter has new bushings and is grease and filled with fluid. I'm having a hard time getting in and out of 1,2,3 and 4th gear with clutch depressed. Going into 1st and 2nd, i'm having issue popping back into neutral. Same issue with 3rd and 4th, but not as bad. 5th and reverse are going in with no issue. Can this be clutch plate, clutch fork, or something internal?

I have an extra slave cyclinder, and new clutch line, I"ll try and do this first.

I had a similar problem. Shifting was ok but would pop out of gear. Tranny fluid was low. Filled her up and fixed the problem.
