I never liked how the PFC doesn't have mounting holes, so I used some 3M copper-tape to make sure I have a good ground to the stock ECU holder, body, and the PFC.
My Fluke VOM measure 0-ohms resistance.

Depends on where you measured.
If you measured the engine harness ground to the ECU, it was ZERO.
If you measured from the ECU holder to the ECU itself (with no engine harness plugged in) it had a low .5-ohms to "open circuit" because there are no screws on the ECU itself.

Like you I have never liked that the PFC is isolated from the ground plane so I drill and tap the case to use the stock mounting bracket on any PFC I install.
I can’t tell you how many times I have seen the PFC just stuffed into the kick panel.

Good observation Neil. With stock ECUs I have noticed that the ecu will spark slightly as it touches the frame when it's not bolted down. Although the ground wires in the harness connect it to the ground plane, to me this is solid evidence that this grounding path is very important.
