Getting 18psi with NO wastegate restrictor pill!?

I was under the impression that with no pills the wastegate opened at 7psi.Im getting 18psi when I take all pills out, But when I put in two restictor pills (stock size),one in the stock location (from wastegate actuator to turbo) and one in the line right below the wastegate control solenoid, I get the boost capped to 10 psi (but with a lot of jumping between 9 and 11 psi).When I run only the restrictor in the stock location I also get 18psi! This is very frustrating because this is the opposite effect as I would expect. This problem came up immediately after my turbos were professionally rebuilt and reinstalled. Any ideas on this would be greatly appreciated.

check and I think this can only be done with the turbos off. Sounds like the precontrol and wastegate door are not set right. the shaft from the actuators is threaded and a pro rebuild might have over looked resetting these if removed.

Are there supposed to be two restrictor pills in the wastgate line, one before the actuator and one below the solenoid, or does it not make any difference?
