Gauge Cluster Issues
So I’m hoping you could help me I had a working 93 cluster then I installed a working 99 spec cluster and the speedo and tach didn’t work but the fuel, coolant temp, and boost gauges worked so I removed the 99 spec cluster and reinstalled my 93 cluster and now my speedo and tach don’t work on the 93 cluster and before people jump on me an tell me to search I have I think I’ve read almost all of the posts about cluster issues

Not to be "that guy", but if you have read and searched, you would tell us what you have tried so far that did not work.
The simplest thing is to try the additional ground some threads have shown.
When you installed the 99 spec cluster, did you make the wiring changes needed for the boost gauge?
Have you checked your fuses?
Does the odometer light up?

Besides trying to read a run-on sentence, it's hard to help you figure out the problem. I agree with Vince (Project88Turbo), what have you done and what were the results? Help us understand what you checked. Then we could offer recommendations.
In the mean time, consider these questions:
1. Did you take any voltage or resistance measurements?
2. What were the results and what was checked?
3. What did you use as a reference - FSM schematics and/or other forum posts?
4. Why was the original cluster removed?
5. What wiring mods were done to the car (i.e. added Ground, +12V, Signal wires to the cluster)?
6. Was the 99 spec cluster brand new or used; was it modified before or after it was installed?
7. What does the speedo & tachometer currently do on either cluster (do they not move or jump to X value)?
8. Have you inspected the speedometer circuit board for blown components or burned up solder runs?
