Full rebuild or just specific seals
I purchased a 93 touring over the weekend with 74k miles on original engine and turbos. Just looking for some good opinions on what I should do. I purchased the car knowing the engine was putting out white smoke which means water or coolant in engine. The previous owner has taken it to different places and has been told the coolant seals are bad. Some have told them they need to do a complete rebuild, others have informed them to replace the seals that need replacing. I haven't gotten this check out myself yet, but do you guys think that a complete rebuild is better at 74k, or should I just fix the problems and not worry about the parts that don't have problems.

If the coolant seals are gone, that pretty much means a complete rebuild as you will need new rotor housings. You can probably re-use the side housings, rotors, and e-shaft.
First, technically there is very little chance a 'partial' rebuild will fix things.
Secondly, once you're in there, it makes sense to replace as many things as you can afford to have done. The peace of mind afterward pays off big time.

Why would bad coolant seals necessarily mean new rotor housings are needed? Unless the water jacket has broken I don't see an issue with reusing them unless they are flaking, warped, or cracked, etc.
I just pulled apart the 12a from my first gen due to bad coolant seals and the housings were fine.

Agree with Heath. I've rebuilt a few non-FD motors and housings are re-usable if not flaked or scored. Side housing must be LAPPED though before re-using. I sure hope you got a good price on your 93. New motors aint cheap.
