when is an aftermarket fuel pressure regulator needed. or is the stock one good enough.

I've never heard of anyone having a problem with the stock regulator (other than replacing it because it failed -- not power related). You only need to replace it if you are upgrading the fuel system with an aftermarket secondary rail.
