Fuel pump issue

Is the fuel pump suppose to come on when the key is turned to IGN on? I don't hear it when I do this and the car won't start. I tested the fuel pump by running a wire directly to the battery and I do hear the whirring noise. But when I plug the relay back in the fusebox, turn IGN on, I don't hear the whirring noise that FP's suppose to make.

Help?

You can trigger the pump with the Fuel Pump jumpered in the diagnotics box and the key turned to ACC. I don't believe the fuel pump turns on until you start cranking. If it did, you wouldn't need to do the jumper to test the fuel system. I've been wrong before though.
