Fuel Injectors Not Firing - New Engine Install
I put in a rebuilt long block into an RX-7 shell. It turns over but does not start - even with the F/P pin shorted to GND.
After much cranking, the spark plugs do NOT smell like fuel.
I verified that the fuel pump is working by shorting F/P to GND and watching fuel spew out of the return line connector on the block.
The TPS seems to give voltages that are within spec or extremely close to spec.
The starter signal wire gives 8V+.
I did the procedure for reading engine codes, but there were none.
Please help!

To clarify, it turns over and there is no combustion at all. The fact that my plugs didn't smell like fuel, means the injectors aren't firing. Its all stock except intake, IC, and exhaust. Can anyone help?

have the fuel injectors been cleaned by rc engineering or something? they could be stuck if it's been sitting for more than 2 weeks after they have been cleaned.

Thanks everyone. I used a Noid light to verify that the computer was trying to fire the injectors. Then I dug into the engine and used a 9V battery to find out that BOTH primary injectors as well as one of the secondaries were stuck. A few taps with the hammer, and my car started.
However it runs rough at 2700 RPM and at ~1400RPM idle. Also it spews flames out the exhaust at idle. I don't have the intercooler pipes for it yet. So the turbo output just goes to the environment. The throttlebody sucks sucks air in directly from the environment. Is that causing the car to run rich and rough or is there likely something else?
