My 1992 FD is going in for its first rebuild

Little history of the car :
Purchase on japan auction in 2012 ,
Last year October/Nov, the engine gave in due to a faulty egi relay , died when boosting on an incline.
Rear rotor no compression

Question 1- do i have to balance the rotors and shaft, reason i asked was because the car never use to limit no matter which gear i was in(i used to shift at 9000)
Question 2- the flywheel was lightened so do i have to balance that as well
Those are the 2 questions that is troublling me, it may sound dumb to few but please help

Blitz twin air intake
Full exhaust
Not sure if ported or not will know next week

Custom v mount intercooler and radiator

Bigger v mount and radiator and ducts
Harmonic drive suspension
