Need a source for plastic fasteners that hold the fender linering in. There may also be some alternative fastener I could use so any suggestions would be appreciated.

I have found something that is similar at home depot in their misc. hardware section in the slide out drawers, it's a plastic fastener where the "tube section" expands as you screw in the screw portion of it (like a wall anchor). The screw and tube are sold together and I forget if the "screw" portion actually separates from the "tube" section. I also believe that another type I have seen was just a "push in" rather than "screw in" Also, if you know the size (I don't remember) you can find bags of something more similar (same?) on ebay.
