fd mileage right or wrong?

can the speedometer be changed..now i have seen fc that have been rolled back ..but the fd;s have digital speedometer and i wanted to kno if these can be rolled back..we get alot of jdm with 30 -60 km on them and i have been lookin at them and wanted to kno if its true mileage on these things
