i went to turn on the key to the on position (before the engine starts) and the radiator fans turn on, both of them, what may be the cause of this?

 

Your AC is on.

 

the person i purchased my car from previously had removed the ac pump, would there be a sensor or something else that is making the car think the ac would be on. all of the heater controls and everything else is removed. it was built for the track.

 

Since it was a track car, the previous owner probably wired the fans to be on all the time. It really won't make much difference in how long your car takes to warm up. The t-stat won't open until around 180 degrees, so the water in the radiator won't be circulating thru the engine when cold anyway ............ unless the previous owner altered the t-stat.
