Failed Emissions Test in Phoenix

Can someone take a look at this and maybe help me diagnose this problem? The car is running rich, I think. The plugs got replaced right after I bought it 3 weeks ago and the check valve replaced too.

The car does stumble just a tad between 4k and 6k RPM's, so I was thinking plug wires or coils? Maybe the plugs have to run hotter? I know just enough to be dangerous.

Any suggestions would be appreciated...

High Hydrocarbons indicate a lack of complete combustion, but a high CO count can come from the car running either rich or lean. Since there are over six check valves in the rx-7, you might want to specify which one. Easy things to check are the air cleaner and PCV. after that, give a shout back and let me know

tell the inspector that he cant take the rpm above 2300. that is the point at where the air pump cuts out. you WILL fail if you dont stay below that threshold

You always can hard wire the AP just for the test!

Since he just bought the car, who knows what mods or problems it might have that a newb would not know about?

Maybe the plugs wires are original and need replacing, maybe the engine oil and filter need changing, maybe the air fiter is clogged. Maybe the cats are bad.

The car is all stock for now. The guy I bought it from didn't know too much, but before I picked it up, the car was checked out by Banzai Racing in Indiana. He replaced the 4 plugs and the secondary turbo check valve. The previous owner never took the car above 4500 RPM to engage the second turbo, so the valve was clogged up.

The plug wires are original. The oil and oil filter just got replaced on Sunday with Mobile 1, I haven't checked the air filter and I hope the cats aren't bad, that would suck!

I do believe the car is running rich though, so maybe a vacuum leak perhaps?
