the pipe marked in the picture, is it supposed to come exausts out of it?

I have the airpump piping from the intake and back removed, if that can make any difference?

Hard to tell from your pic, but it looks like you're trying to circle the small hard pipe that feeds the air pump from the air control valve. It will put out air (to the air pump) when the air pump should be active (eg while idling). If you don't plan on running an air pump, then just remove the pipe as well as the ACV and put some blocking plates on there.
