Red face Emissions Problems

I recently bought this car, and when I tried to get it emissions tested today, it failed miserably. My hydrocarbon count was supposed to be 1 g/m or less and my carbon monoxide 12 g/m or less. I ended up with 3.76 and 46.73. How can I pass emissions?
The car has a Pettit intake, PF intercooler, downpipe, highflow cat in the midpipe section, 4" exhaust, and a Power FC w/ commander. There is no smoke from the exhaust, and runs excellent. I just spent all my cash on the car and don't want to have to dish out alot more money just to get the car to pass emissions. Unfortunately it turns out that Arizona is as bad as CA. for emissions.

This is one california law I agree with -- the seller must smog the car before the car can be sold. There are many tricks to pass smog. Do a search or read up on it on the Robinette and Steve Scuderia site. I would be more helpful but there are tons of things that can cause you to fail and there are already lots of nice write-ups about them.
