emissions electrical system?

So a couple days ago I discover my air pump is seized, completely locked. I swap a friends pump in and find that it isnt coming on contributing to stinky exhaust.

I check voltages at the electrical connector to the air pump and one prong is grounded while the other puts out less than a volt. I pull the relay and check in there but dont get much of anything in there either.
Is there a fuse that controlls all emissions electronics? I have a PFC, so one night here Iw ill swap back the stock ECU and see if that takes care of the problem.

Anybody else ever have this problem?

the ac fuse also runs the air pump. think it is a 15 amp in the box in the engine bay

ahh, being winter I havent used the AC in a bit but last time I tried I couldnt get it working. I just figured it was the normal PFC problem I have with the AC. Will check that fuse and see how it goes.

I was happy to find this thread searching for a fix to get the air pump working properly.

I failed emissions and noted that the air pump clutch wasn't engaged at idle. Never noticed that it had a clutch before I read about it in the manual. Anyways, after searching both halves of the manual, pulling the top half of the engine apart searching for breaks in the wire and doing continuity and voltage checks i finally realized I wasn't getting 12 volts across the big leads at the relay.

Where in the manual does it note that the A/C fuse runs the Air Pump? I would like to know so that if I do future searches through the manual I have a shot to diagnose these type of electrical problems. Thanks.
