Angry electical problem with coolant fan fuse

I'm having electrical problems due to a blown fan motor. I have checked all the fan relays, exposed wires for any burned wires, checked fuse boxes, and I can't diagnose the problem. The coolant fan fuse (60A) when inserted will turn on the ignition without the key being in the ignition. Without the fuse everything seems fine. Some how that fuse is relaying power to the ignition.

Does anybody have any experience with this or do you have any suggestions on what do do?
