ecu putting out 5v at pin where it should be 0v

Hoping someone real good with finding electrical shorts is on the forum.

Am having trouble with pin 1L of the ecu.

From what I interpret, the Yellow/Black wire going to pin 1L is suppose to ground the a/c relay, and should be 0 volts at idle, but it's at 4.4v.

tried two different ecu's (stock and Power fc) same result.

I've slipped the Yellow/Black wire out of 1L grounded it to body and the air conditioner works.

My only other known output issue with my stock ECU and related wiring is that the error codes dont flash when gnd to ten. I don't know whether that was relevant or not.

I'm most interested in getting the 1L pin to ground itself, get rid of the excess 4.4 voltage so the air conditioner works.

Any suggestions about what to check? thanks.
