driver side mirror issue

Ok so my driver side mirror seems to be loose... ive turned it sideways and tried to tighten the screws but they were already at max. Is there some other way to tighten it or is it a different kind of issue then it just being loose. The mirror wiggles around when im driving at about 80 or so

I'm not exactly sure but you can try taking out the interior door panel and having a look to see if you can do anything from that side.

Wiggle it around by hand and see which part is loose. Does the mirror move in relation to the shroud? Does the shroud move in relation to its base? Or does the base move in relation to the door?
IIRC, those screws (that hold the base to the door) are extremely tight. I used to re-tighten them a few times a year (really slamming the door closed is what loosened them), until I backed 'em out & put on some loctite. They've been solid for the last 10 years or so...
