double throttle control...just a few quick questions

ok, so what exactly does the double throttle control do. I've noticed it restricts the airflow but i have no idea why. I'm reducing vacuum lines and saw that there was a block off plate availible for the DTC. Is there a problem if its eliminated or should i just go ahead and block the ****** off.

The double throttle control is designed to keep the car from overboosting when the engine is cold. If you want to disable it, just cap the nipples on both sides of the UIM. If you do this, you will need to be careful when the engine is cold.

You can rob that check valve so that you can use it on one that fails if you disable it.
