The double throttle is designed to keep your engine safe while cold. It acts to restrict acceleration until the car is fully warmed up. There are two vacuum nipples on the throttle body that connect to the double throttle solenoid. One on the front, and one on the back. I suggest that you cap both nipples. This will eliminate any vacuum leak, and keep the plates fully opened. You will need to be careful to NOT accelerate hard until your car is fully warmed up.

I have verified with a boost gauge that the double throttle ONLY works when the car is cold - after it warms up a bit, the DT stays open at all conditions.

BTW, I believe it opens around 50 deg. C water temp if memory serves.

Umm... you can't buy a "DT assembly". You can buy a UIM with the DT still in it. Or are you actually looking to buy the DT plates/rod/spring? And if so, WHY?

I can't imagine being able to get those screws out unscathed. I am helping a friend convert to single turbo, and to remove the DT I had to drill those screws out.

I would be VERY careful re-installing them. The factory mushrooms the back sides of the screws that hold the plates in to insure the screws don't back out. If one of those screws vibrates out, you can kiss your motor goodbye.

Clean upper intake manifolds with the DT still intact are a dime a dozen, or you can get a JDM upper intake manifold that doesn't have the AWS stuff on it at all for an upgrade. While the DT could be re-installed, I'd be worried about a screw coming loose, even with Loctite and all that goodness.

That means your DT is open and not functioning. Either a vacuum hose is disconnected, or the solenoid is bad, because it is a VERY simple system, not much can go wrong. With it not functioning, that means it is open all the time and not hurting anything, but it is also not protecting the engine on cold starts, so stay off the throttle during warmup until you fix it.
