Differences between FD01- and F138- front fender liners

Any insight on what is different between the following?

Front fender liners used on at least the USDM RX-7:
  • P/N FD01-56-130H
  • P/N FD01-56-140H

Front fender liners used on at least the later years (99-02?) of the JDM RX-7:
  • P/N F138-56-130A
  • P/N F138-56-140A

I believe the FD01- liners will properly work on a USDM RX-7 with the 99-spec front bumper update. I am thus curious about what is actually different between the FD01- and F138- liners, particularly since it seems the earlier JDM RX-7 may have used the FD01- liners (not definitively confirmed).

I didn't really look at them closely when I did mine, but maybe there's a difference in the air guides?

Good overview of the bare minimum parts (doesn't show liners, but I replaced mine anyway when I did my conversion):
