Didn't Pass Smog, super rich, but why?

My engine has low compression, I have a doner engine isn't ready, and registration is due, so what the hell, why not test it and maby get lucky.

My question is, why are my HCs and CO off the chart? Stuck injectors, or simply a trait of low compression?

Here are the numbers:

%CO2
15 mph @ 1691 rpm - 8.5
25 mph @ 2864 rpm - 9.4

%O2
15 mph - 0.0
25 mph - 0.1

HC (PPM)
15 mph - 731 (88 max, 275 gross polluter)
25 mph - 840 (53 max, 225 GP)

CO (%)
15 mph - 9.56 (0.52 max, 2.02 GP)
25 mph - 8.64 (0.50 max, 2.00 GP)

NO (PPM)
15 mph - 90 (704 max, 1936 GP)
25 mph - 153 (738 max, 153 GP)

On a side note the guy failed me visual on the EGR when I clearly pointed it out when I saw him looking for it. Maybe he thought I was trying to trick him.

I assume you have at least the main cat and the air pump is working? If not that could cause this. The high CO's and HC's may indicate that your cat and/or air pump are not working.

Our '94 was a gross polluter when first tested. We bought the car new; no mods. Turned out there were several things wrong. A pinched wire under the UIM, degraded vacuum hoses, and two vacuum hoses switched. After the work by the Mazda tech, it passed with very good numbers. Apparently these errors originated at the factory.

Your O2 seems low on both readings. Is your air pump working properly? Not enough oxygen and the main catalytic converter becomes useless.

On a side note; I passed the visual just fine on the EGR even though I had your 12v relay fix clearly running to the wiring in that area. But the techs at my smog place are pretty lax about the rules.
