Diagnosing cluster issues

So on my recently purchase the previous owner had swapped the gauge faces for some ugly white ones.

I bought the car non-running. after starting it up, I have no fuel gauge/tach/speedo/water temp.
the oil pressure gauge pegs to the top when started.

I have an odo reading when the car is not running. But no odo reading once the car is started.

I have the PFC and it reads the tach/water. So I know they are working. Just don't know why the gauge cluster wouldn't read.

attached and tightened the uim ground.

tightened some grounds at the ecu.

checked more grounds still not working.


also, if its related the radio doesnt power up either.
