Dead/Lazy Tachometer

Dead/Lazy Tachometer
Well my odometer has been out for some time now, I have replaced all the capacitors (twice) without any luck. Now, my odometer is failing.
It will only begin to come alive after about 20 minutes of driving. At that point, it will read below the actual rpm, and is slow to react to rpm changes but will get progressively better. After about 30 minutes of driving it will function as normal. Once the car is shut down for a while the cycle will repeat it self.
Could anyone let me know which component in the cluster that is directly related to the tach may be failing? I can live without the odometer but not the tach.
