Coolant leak at filler neck

I noticed today (mid 90's) that coolant was dripping from around the filler neck. The radiator cap was replaced a couple of months ago with a new cap rated at 13 lbs. I hadn't checked the cap yet because it's still hot, but do you guys think it's the cap. At least I hope it is. I'd hate for it to be the filler neck housing. Are they prone to busting?

make sure that it's on correctly... the one that was on my car when I got it you have to be careful because if you put it on and didn't check it it would be loose..
