The standard piston compression tester will work just fine if you suspect a blown apex seal. There are a couple of occasions where it doesnt tell the whole story. Are you checking just to check, or think you have an engine issue.

Once it warms up it sits at about 11 or 12 and id doesnt really fluctuat. No street port pretty sure, it is a jdm motor that was in it when i bought the car, i think it is proboble tierd. I also think the motor may have got dusted a bit i used yellow foam filters and damn trucks kicked up a bunch of dust, the foam is just way to open lets too much though.

It could possibly run for a while in its current condition, all depends on what you want to do. Since you know it doesnt have a blown seal now would be the cheapest time for a rebuild as you dont have to replace a rotor or a housing.
Before you spend a couple of thousand dollars on a rebuild, spend $60.00 or so and have the compression checked at a shop or by someone with a proper rotary engine compression tester that knows what they are doing. No sense doing a rebuild if you don't really need it.
BTW, if you do plan to rebuild I would recommend that you get one of the several rebuild DVDs that will show you what a rebuild entails.
