FL Code 51 fuel pump relay, draining battery

Hi guys I just did a engine swap on my stock 93 rx7, did sway with no prob other than these codes 27, 28, 30, 39, I knew 27 was the mop but was not sure of the others so I stupidly took to a mazda technician who I hoped might know the cars a little bit,

After him doing a 95 dollar diagnostic test which I had all ready done and given him the codes and meanings, he tells me he thinks it's a wiring prob, so I told him ok to go ahead with his check, then he comes back and say yes it's what I thought it was the meter oil pump, he said how ever 9 time out of 10 when the pump goes it fries the computer bla bla bla,

Anyway after a call to a rotary specialist in Cali I realized that the code 28,30,39 are all to do with immisions valve that the 1995s did not have so basically I used my original wiring loom which has the plug for these valves so that's why those codes show up should affect the running of the engine. The guy who had the car was going to charge me 7 hours just to change the mop so I said no put it back together and I'll do it myself.

When I went to pick car up the battery was dead, jump started it drove it home, when I got there turn the car off and I notice the fan was still running, I disconnected the battery ,

Now when I put the battery terminal on( with the key off) the air pump clicks and the injectors make that sound they normally make when you turn the key on about the start it. I don't know how to explain it othe than the fuel system pressurising it self
But the key is off.

I'm now getting code 51 fuel pump relay.

Can someone advise me what to check for to fix this.

Some more detail on the engine swap is needed; sounds like a JDM engine but still using the US 93 harness and ECM. This may be the issue with the emissions related codes. The Key off but power comes on for both the engine control system and fuel pump seems a problem with the key switch related wiring. Here is a start to isolate the issue:
1. remove power at the battery and pull the 15A ENGINE fuse. Put a VOM positive lead on DATA LINK connector terminal 12 and negative to ground. Leave key off and put the battery cable back on. Meter should read 0 volts; it it reads 12 volts the Main Relay has fused closed and needs to be replaced. If it reads 0 then install the fuse; it still should read zero. If it reads 12 volts then there is a problem with the key switch or the wiring to the switch.

2. remove power at the battery and pull the 20A fuel pump fuse. Put a VOM positive lead on DATA LINK connector terminal 13 and negative to ground. Leave key off and put the battery cable back on. Meter should read 0 volts; if it reads 12 then the fuel pump relay has fused and needs to be replaced. If it reads 0 then install the fuse; it still should read zero. If it reads 12 volts there is again an issue with the key switch or wiring to the switch. When turning the switch on the fuel pump relay should come on for several seconds then turn back off; the ECM does this to pressurize the fuel system.

The fans staying on is normal depending upon engine operating temperature and operating condition when the engine is turned off. There was a recall done for the 93 and 94 models to add this feature. Easy way to determine this is to look for a small black box and a patch wire harness next to the ECM.
