Cleaning radiator / condenser fins

What chemicals can be used to clean an air conditioning condenser or radiator?
The condenser has road tar, paint over spray, ect. on it. How can I clean in between the fins? Hopefully there is a miracle chemical for cleaning aluminum. If necessary the condenser can be dipped.

I High pressure steamed it and that helped. High air pressure can bend the fins. I was hoping to find a chemical cleaner for aluminum. Does anyone know of one?

Carb cleaner from Auto Zone in the yellow can is cheap and works well then wash with water if you are thinking the cleaner will harm the aluminum . Why over kill with some hard to find costly chemical . the carb cleaner will remove dirt, oil grease paint, the water will remove the cleaner easy fix.

Thanks for all the responses.
I talked with a friend and he has a light acid solution and neutralizer that he said he works great. No label. I will try it on some 6061 -T6 and some and other various types of aluminum that I have lying around. If it isn't too corrosive I will use it. He said it will make my condenser look like new again.
