charge relief valve question

im having some boost issues with my FD, I've run through the troubleshooting and have reason to believe its an issue with the charge relief valve or at least the solenoid that controls it.

the charge relief valve holds pressure fine and opens the gate when pressure is added to it. however it wont close back up after. my boost has a totally wonky pattern it comes on at ~3psi on the primary then when the secondary starts spooling at 3000 jumps to 5 psi and when the secondary is fully on (4500-redline) its at 7 PSI) ive checked all the vacuum lines and they are all in place all of my air hoses have worm clamps.

i also found a small amount of oil under the plenum feeding the intercooler pipe, again not sure if this is all related, or that could be the cause of another boost leak.

one other thing i noticed today when taking the car apart is the oil outlet pipe on the 2nd turbo is leaking a very small amount of oil. not sure if that could be related to this.

the only things i havent checked into is the pills in the waste gate (i figured seeing as its a boost issue on the primary this wouldn't be an issue please correct me if im wrong) and physically taking the relay packs out to take a look at them.

can someone please point me in the right direction.

just an FYI ive been in touch with a friend in japan, he said its a common issue with the "Vacuum control Solenoid Pack" found on the 96+ cars (again i have one of the few series 7 RX7's in north america but with them becoming more common this may be useful info)

this is the part its ~$600 from japan new, you can also order a used one for ~300 but with the likley hood of failure on a used im going to be replacing mine with a new.

Buy an aftermarket solenoid pack. Same price or cheaper, much more reliable.
