Guys with 99 spec bumpers, what's the fastest and easiest way to change the bulb on the 99 spec turn signal?

I looked to see if I can access it from top or bottom of the bumper, but nope.
I'm thinking of going thru the wheel well and lifting the wheel liner to aside, but haven't tried yet.

I don't want to take the whole bumper off just to get to the bulbs, please let me know if there's an easier way

 

best bet would be to either go in through the wheel well or through the bottom.

 

Remove the plastic trim around the headlights. If your arms are as skinny as mines, you should be able to access the bulbs from there.
