Check for any coolant leaks. Otherwise you need a rebuild.

Naa theres no leaking that i can see nor is there any smoke
hears another riddle....

if i top off the coolant and let the car sit for a day the coolant level drops about 2 inches down the neck and when i do drive it, it does the same thing... I seem to lose the same amount of coolant weather i drive the car or not
It never over heats or looses more that the coolant in the neck..
Im running a Fluidyne radiator, Petit AST and non seq stock turbos

Could be a leak or could be coolant seals. Although if it drops without driving it, then I'm not sure. Maybe someone else would know.

from the video it looks like a leak of some sort to me. it shouldn't be all foamy and bubble like that. (atleast from my experience). it should just be backing out of the neck without all that going on.

check around for signs of a coolant leak: hoses, waterpump, etc... if not you might have internal problems. a coolant pressure test can tell you. most garages can do this test.

Another thing to check is the heater core. I had that recently. Almost pulled out the engine to fix it too lol.
