CCA not moving!

CCA not moving!
Ok I have checked several things to try and diagnose my secondary turbo problems ( had a previous thread.) I thought i was getting close, and I'm back at a wall again, so RX7 club, i need your help!
My CCA stays open all the time, with the car on or off. I changed the CCA out with a known good one in hopes that the actuator was bad. Still stays open. I changed my vaccuum tank check valve in hopes that boost was leaking in to the vaccum line, I've checked the vaccum lines from the actuator to the UIM, nothing.
So far i've concluded that my actuator is not getting vaccuum. According to www.autosportracetech.com , i'm supposed to have vaccum in chamber A of the actuator so that the rod will be pulled in, but i'm not getting any.
Does a solenoid regulate the vaccuum to the actuator? What other things would you all recommend me checking as to why my CCA isn't getting vaccuum in chamber A? Any help will be greatly appreciated, thanx!
