Is this causing my car not to start?

I can't get my car started and I've gone through some of the easier possibilities: checking the battery, cleaning the terminals, and checking the fuse. My next thought is the starter or alternator. But tonight I was looking around and noticed two wires not hooked up to anything. One is a copper loop and the other is a white plastic piece. They are on the driver side. Not sure how to describe it more. Any help would be much appreciated. Thanks in advance.

It looks like a ground, but the pic is pretty bed. Can you take another backed away a little?

woohoo!! i got it started. the copper wire is a ground, but the problem was the one of the other grounds was loose. i'm gonna go get new ground wire and should be okay. thanks guys.
