Car won't start and has no power whatsoever!

Car won't start and has no power whatsoever!
Car has no engine lights no nothing so I decided to jump start it, car has power and start right up and everything is working. When I took off the jumper cable car has no power again. I tried to charge the battery for like an hour but same result. Does this mean that my battery is completely drain will a new battery solve my problem?
