the car will crank but won't start (electrical issues)

I searched as much as a could but this is a pretty wierd problem.

Like some people that has the greddy fmic and koyo rad, they relocated the relay box to under the re-bar to make space. Unfortunately, water can get at it very easily. Once before my car just lost power on the freeway (pouring rain), when i tried to start it, it would only crank and won't turn over. At that time I found the water in the relay box which shorted the fuel pump relay and blew my fuse, easy fix.

This time the car did the same thing under the same conditions, somehow water got into the relay box again. Now the problem...

-It cranks but won't turn over
-turns signals stop working, but the hazard button will turn them on
-my defi gauges stopped working but the control unit light up when i turn the headlights on (not sure where it was hooked up, previous owner did the control unit)

I checked all the fuses and they seem fine.
I checked compression, it seems fine.
I don't know where to start to find the short for all the electrical issues.

Can anyone give me some steps in diagnoses and any ideas?

Pull out the fuel hose that goes to the engine and check for pressure and fuel pouring out.

Ok, looks like it's definately a electrical issue, does anyone know or can point out where (power windows, blinkers, spark plugs, and fuel pump) all get power from or grounded to? I'm 100% sure they are somehow all powered together or grounded together, I know there's 2 grounding plugs behind the front bumper, this there anywhere else?

Also my defi problem i figured the illumination is still operational and the power is down along with all the other components that's why it doens't work but still light up!
