PA Car Cranks Hard but won't start?

I dropped off my 94 rx7 to get a few things fixed at a body shop. It was there for a couple weeks and now that it is done, it will not start. I dropped off my trickle charger to them last week to just keep my battery charged. I went over to the shop today to take a look at my car. I have an after market alarm, but I had that turned off, so I don't think that is causing the problem, like a kill switch issue. When I go to start it, it cranks hard, volts showing above 12, fuel pressure at 40 psi. I have a PFC. The injector duty while cranking went up to around 15%, is that normal or to low. The shop its at right now checked for spark and fuel pressure. Its getting pressure and its getting spark, but he only pulled one wire and checked from there to see if it had spark. He did not pull any of the sparks to see if they got flooded. He is going to check the plugs tomorrow. Will the car still crank hard if one of the spark plugs have fuel or something on it blocking the spark? Could there be something grounding out? Could it be a bad injector? Is there anything else I can check for why it is not starting. Any info will be helpful.

Install new plugs, do not clean the old ones, and enjoy your car. I bet they started the car up to move it about 5 feet 2-3 times and that is all it really takes to foul the plugs.

They did just roll it into the shop a couple weeks ago and did not let it warm up, just shut it off. So that's probably why its not starting.

I would almost bet it is your spark plugs.

Car started up a couple days ago. It was flooded. Pulled the plugs, sprayed some ATF in the chamber, put the plugs back in, fired right up. Thanks for everyones input.

They make tools to clean them properly, but considering the ignition/break up issues these cars usually seem to have(3k hesitation, flooding) there is no reason not to pay $24.00 for a new set every 3-4k miles at your local parts store.

To those who havent changed their plugs in a while you might be surprised how much smoother the car runs.
