Cant Find Definate Answer - Searched and Searched

Hey, i have been searching for over 2 hours looking for a definate answer to the question i have about my NonSequential MBC install. I am FULL NSeq. No soleniods whatsoever. I cant figure out about when i install my MBC where the stock pill used to be, do i cap off the other nipple on the actuator or no? I am reading more things suggesting yes, but others saying if i cap it off, the air has no place to bleed too and the actuator will open at around 7psi. Any help is greatly appreciated.

i just completley close the boost controller, an with that closed and the other nipple capped, i boosted .70bar on the PFC. Higher than i ever have, so the problem lies within the wastgate.
