Cant find the coolant drain plug on the block

You shouldnt need to remove the plastic guard cover.

*(The following may not apply to you-my car is Right Hand Drive)*

I was able to simply reach down from the top of the engine without removing anything, and crack open the drain with a spanner.
Consequently, if you were to lie under the car, you could crack it by reaching up.

I wouldn't recommend going through the hassle of removing the plastic inner guard cover unless that is the only way on a Left Hand Drive car?
