Can someone tell me what this is??

This strap has appeared recently. I can't seem to find anythng about it in the FSM. Thanks for the help.

It's a safety strap...of sorts, for your air bag. The holes it's hanging out of is generally plugged by a small rubber grommet. The hole is one of three that access the small bolts securing your air bag . First disconnect the negative terminal of your battery. Then carefully remove the three bolts (10mm IIRC) securing the air bag and pull it out from the wheel. The cord is suppose to be attached to a small hook just beneath the bag.
Note: IIRC one of the three bolts is a different thread size than the other two, just be sure to note it's position when it's removed.

Also make SURE your battery is disconnected when messing with the airbag, or you could very well get a exploded bag in your face.

Should take you like 10 minutes to pull the air bag off and re-connect that strap. That's weird that it came off and through the hole!
