can an old fuel filter cause bumpy idle??

I know people say that it can cause hesistation during driving but I was wondering if it also effects idle in the same way?

No.

The engine does not require very much fuel to idle at all.

For a bumpy idle check the simple stuff, plugs, wires, etc. If that isn't it you likely have a vacuum leak if it is also a high idle.
