Is this cable loose?

I was dissabling some things a few weeks ago to be sent out for polishing (to Jack - CantGoStraight).
I have always wondered if this cable was too loose or 'misadjusted'. It's the cruise control / throttle cable. What's your opinion?

yes you need to tighten the nuts on each side

It's not the cruise control, rather your throttle cable. The cruise control comes from the other direction.

Tighten it up without it pulling on the throttle cable.

If the idle won't return to normal (stays too high) you will have to readjust.
